Wash the bulgur under running water. Soak in warm water for a few minutes.
Separate the minced meat into two equal parts.
Chop the onions.
Melt the butter using a frying pan. Once melted, add the onions, pine nuts, half of the minced meat, salt, pepper, cinnamon and cumin. Cook, stirring as necessary, until the meat is cooked.
Drain the bulgur, place in a mixing bowl and add the second half of the minced meat. Mix gently and add some salt.
In a non-stick pan, spread and flatten half the bulgur and meat mix, then on top add the cooked meat mixture, then spread and flatten the other half of the bulgur and meat mix to cover the whole surface.
